Street gangs and governments

I was watching the Fox network show, COPS a few nights ago. A 17-year-old kid was pulled over because of an outed taillight. The officer then asked permission to search the car. There was no probable cause for suspicion at all, except for maybe the cameras and that the kid was black. He was calm and sober, and respectfully asked them why.

| cop has him up against the vehicle by the throat, all because he tried to swallow a small amount of marijuana. A felony charge, because he tried to eat it. If they had found it in his pocket, it would have only been a misdemeanor.
It did not end well for that young man, nor does it end well for most of the people you see on this show, where justice is reduced to home entertainment, not unlike Richard Bachman's The Running Man. The odd thing is, these people all have to sign a waver, to allow their faces to appear on TV. And they do. I guess it allows them their 15 minutes of fame.
You will also notice this on To Catch A Predator. In most cases of that show's cases, the men are handled with brute force. I watch as the weight and energy of an officer's knee routs an already prostrate man into the ground. It all seems a bit excessive for persons that are innocent until proven guilty. I am not condoning what any of these people have done, but justice is for all, is it not? Just like our children's actions reflect the collective whole. A society is only as virtuous as its legal system is fair.
We are seeing a huge increase in the militarization of our local, state, and federal police, and it is not being done covertly. Quite the opposite, it is on display openly, even on TV, to remind us of our rightful place in the pecking order.
The military and the police are morphing into one fun-loving organization, sporting the same kinds of uniforms, carrying themselves the same way, with the same tactical mindset, even the same equipment.
If the education system had actually taught history in school, we would notice the obvious signs that inevitably lead to you and I getting our asses kicked.
The morphing of the police and military are not happening in a vacuum. There are numerous examples of this 'condensing' through out society. Prominent examples include the increased organization and brutality of street gangs, and new alliances formed by otherwise indifferent global leaders, and certainly our government, banks, stock markets, trade unions, hospitals, telecommunications, etc. Although the meek might inherit the earth, the tyrants, thugs and evildoers are out in force trying to get theirs right now.
This is a good point to interject a thought: The difference between street gangs and governments is very negligible. Both are looking to better their power structure, increase their wealth and stature, and impose their will on others. The basic difference is; men that make up the government are trying to retain control 'legally', while gangs are 'illicitly' doing there best to supplant their perceived oppressors.
The men in power do not intend to eliminate these gangs; they serve a greater purpose. The street thugs act as freelance provocateurs, selling drugs (the few that get through the tight net of our 'war on drugs' that is), they create instability, they add additional layers of fear to an increasingly neurotic society.
And I know that bitching about something doesn't change it. So if anyone has stumbled onto an answer, about how we might stop this craziness, please, pretty please with sugar on it, let the rest of us know.
