Stopping the violence in Iraq using nothing but violence

Computer system down for a month in Iraq
 
Excerpt: A report says a computerized Iraqi accounting system was down for a month and no one noticed that it was not working. The US spent at least $38 million on the system. ...

The inspector general has recommended that no more money be spent on the system until someone figures out exactly what Iraq's ministries can use and sets out plans for developing such a program.

I know a lot about big accounting systems, and they are a pain in the ass, requiring daily inputs and frequent table updates, if not coding changes. For "no one to notice" -- for a month -- would necessarily mean that the Iraqis are/were not using the system's output, nor supplying inputs.

Why the US should spend this money I don't know. I bet someone like SAIS or IBM set up the system for them. IBM charges $300 an hour for consul-
tants, so really, $38 million isn't a lot of money. But, since Iraq's oil and gas have a net present value in excess of $10 trillion now, it is insane for the US to pay these sorts of expenses.

I am sick of the whole fucking thing.
Instead of trying to cajole and beg the Iraqis to follow our instructions and do 21st century stuff like keep financial records, I think we need to admit that enough is enough in Iraq.

I differ from most in the anti-war camp though. It is too late to withdraw. We have invested five hundred billion dollars already, and we cannot leave that behind. Instead we must make Iraq the 51st state in the Union, whether they want to or not.

The US has 2 million prisoners, half of whom are in prison for non-violent crimes like smoking pot, cheating on their taxes, and embezzlement -- so those people are useless and can stay behind when we begin our new program, The Dirty Million Men Invasion! Yes, we will send all of our most violent prisoners to Iraq to stop the violence there using nothing but violence (debating time is over, now the Crips and the Bloods will settle things.)

We will tell US prisoners that they can either volunteer to become volunteer soldiers, or by default we understand them to be implicitly volunteering to go to Iraq inside cans of dog food, which we will be feeding
  the Dirty Million Dog Invasion of Iraq! All US dogs in pounds, and all police dogs, and volunteer strays will be volunteered to go to Iraq to work as prison guards... and they will be needing dog food... Eventually the baddest ass dog or person will rise to the top and Rule Iraq, with an iron fist, or paw, as the case may be. And we will all live in peace enjoying the dividends from the $10 trillion dollars of oil and gas.

Or, the US Military could just declare themselves the new government and pick one of their own as Dictator. No reason why that couldn't work. I'm sure the Iraqis would respect that as it is a Player's Move. Very macho and intelligent... just kill anyone who
complains and start passing out food ration cards like the good old days under Saddam (the US can un-retire Rumsfeld to work out the new arrangements for poison gas for the re-pacification of the Kurds and Iran.
